On May 26, 2022, the "Quality and Ability Improvement Training Month" for Hainan Province's civil affairs system was successfully concluded at the Party School of the CPC Hainan Provincial Committee. This training activity comprising three training sessions attracted more than 180 participants, including all officials of the Department of Civil Affairs of Hainan Province and backbone officials from civil affairs systems of cities and counties (districts).

With rich content and flexible form, the "Quality and Ability Improvement Training Month" achieved remarkable results as expected. First, it helped enhance the political literacy of civil affairs officials. The important speech delivered by CPC Central Committee General Secretary Xi Jinping during Hainan inspection was taken as the first lesson to raise the political awareness and principle awareness of participants. During the training, participants had group discussions on how to implement Xi's important speech in civil affairs work. In the process of discussion, they unified their thoughts, built consensus, strengthened their confidence and gathered forces, realizing spiritual baptism, sublimation of thoughts, stronger Party spirit and enhancement in political accomplishment. Second, this training helped improve the ability of civil affairs officials to perform their duties. With the focus placed on in-depth implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of Xi's important speech during Hainan inspection, in conjunction with the spirit of the 8th CPC Hainan Provincial Congress and in close connection with key work tasks of the civil affairs system, courses were carefully designed for this training, such as interpretation on the strategic framework of “one fundamental, three institutional cornerstones, four beams and eight pillars”, interpretation on contents of the Civil Code, “social governance of the free trade port” and “lecture on civil affairs”. In addition to teaching of theories, a test on theories and group discussions were carried out during the training. Participants found gaps while discussing, got inspired while exchanging views and improved abilities while interpreting. Third, this training helped promote mutual exchanges among civil affairs officials. During the training, officials of the Department of Civil Affairs of Hainan Province and backbone officials from civil affairs systems of cities and counties had face-to-face exchange and discussion, yielding a good linkage result and creating a new highland for pursuing the dream of the civil affairs system.

Next, the Department of Civil Affairs of Hainan Province will take the "Quality and Ability Improvement Training month" as an opportunity to further deepen the content and means of practical training, conduct an in-depth exploration of practical training and teaching modes that meet the needs of the construction of the free trade port, concentrate efforts to build up a cadre of professional civil affairs officials, effectively improve the ability of civil affairs officials to solve practical problems, making officials in the civil affairs system adept at promoting work and contribute to the construction of the free trade port with Chinese characteristics.
