The Department of Civil Affairs of Hainan Province Holds a Video Meeting to Promote Crackdown on Fraud in Elderly Care Services

On May 16, the Department of Civil Affairs of Hainan Province held a meeting on the province's special campaign against fraud in elderly care services, deploying and promoting the department's special action to crack down on fraud in elderly care services. Li Feng, Secretary of the Leading Party Members’ Group of the Department of Civil Affairs of Hainan Province and Director of the Department of Civil Affairs, attended the meeting and delivered a speech. Chen Yuehua, Deputy Director of the Department of Civil Affairs, presided over the meeting.

The meeting pointed out that civil affairs departments at all levels should fully understand the significance of and solidly carry out this special action to protect people’s elderly care funds with a high sense of political responsibility and a sense of urgency. They should improve the information linkage mechanism with local political and legal affairs commissions, market regulatory authorities, financial regulatory authorities, public security organs and other units, consolidate regular information release and realize data sharing.

It is required at the meeting that civil affairs departments at all levels should make reporting channels unblocked, actively make public the 12337 intelligent reporting platform and the reporting channel of the Provincial Department of Civil Affairs, timely give feedback on the investigation results and processing progress to the informants, and effectively respond to the demand of the public. They should strengthen publicity and education, give full play to the roles of grassroots organizations, community grid members, social workers and volunteers, publicize warnings on illegal fundraising or fraud risks related to elderly care services and publicly-pronounced typical fraud cases, achieve full coverage of anti-fraud publicity and education for elderly care service providers, and help seniors enhance their awareness and ability to detect and prevent fraud.

It is stressed at the meeting that civil affairs departments at all levels should identify fraud risks in elderly care institutions and venues and review the previous investigation results. They should conduct a comprehensive assessment of risks found before, study and determine fraud-related problems involving elderly care institutions and venues on a case-by-case basis, and establish a risk control list (red, orange, yellow and green colors are used to show risk levels from high to low). During the special action, they should prevent and defuse risks and maintain social stability, and defuse risks one by one. They should combine the investigation and rectification of the safety of self-built houses with that of fraud in elderly care services, fulfilling multiple tasks at one time.

Attendees at the meeting accepted training on tasks of the province's special campaign against fraud in elderly care services.

Relevant officials from the Office of the Department of Civil Affairs, the Elderly Care Service Division, and the Provincial Social Organization Administration attended the meeting at the main venue. Heads of civil affairs bureaus of cities, counties and autonomous counties, officials in charge of elderly care services, and all officials of elderly care service sections under these bureaus attended the meeting at other venues.
