I. Introduction

Hainan Nursing Home is one of the key projects of the CPC provincial committee and the provincial government in 2012 to do practical things for the people. The project, with a total investment of about RMB 120 million, started construction in July 2011 and officially opened on December 20, 2013. Situated on the south side of Nanhai Avenue, and adjacent to an ecological wetland (a natural oxygen bar), the Nursing Home embraces fresh air and quiet environment. Covering an area of 58.2 mu, of which the building area is 23,571.35 square meters, it is currently the largest public-run and public-operated medical and nursing institution in Hainan province, providing mainly services such as residential care, medical rehabilitation, traditional Chinese medicine healthcare, cultural entertainment, spiritual consolation and hospice care.

(I) Admitted target and scale

Hainan Nursing Home has a total of 618 beds for the elderly to receive mainly and provide basic elderly services for the elderly who are disabled, demented and senile.

(II) Supporting facilities and amusement

There are five buildings in the Nursing Home, which are respectively used as the self-nursing area, semi-nursing area, full-nursing area, dementia care area, medical area and comprehensive service area. In the self-nursing building, each room has one bedroom, one living room, one kitchen and one bathroom, which is fully equipped. In the semi-nursing and full-nursing buildings, each room has 3 beds and a private bathroom. In the medical building, the consultation room, testing room, treatment room, observation room, pharmacy, inpatient ward, TCM healthcare room, and rehabilitation room are deployed. In the comprehensive service building, there are many functional rooms available for the elderly, such as the reception and consultation room, assessment room, tearoom, reading room, painting and calligraphy room, chess and cards room, billiards room, table tennis room, handicraft room, recreation and sports room, music room, multifunctional hall, and operation skills training room.

(III) Main achievements and honors

After eight years' exploration and practice, the efforts made by Hainan Nursing Home have been recognized by provincial and municipal leaders at all levels and the society, as evidenced by several letters of commendation and 42 brocade banners.

1. Be authorized as a training base by organizations

(1) In June 2014, it was authorized by the Occupational Skill Testing Authority of MCA as the "Occupational Skill Testing Training Base of Civil Affairs".

(2) In September 2014, it began serving as the apprenticeship base for the geriatric nursing program at Hainan Medical University.

(3) In December 2019, it was identified by the Public Welfare Educational Technology Co., Ltd. as a provincial testing center for the occupational skills certificate of dementia elderly care.

(4) In April 2020, it was identified by the Public Welfare Educational Technology Co., Ltd. as one of the first batch of provincial social training institutions for occupational skill level certificate of dementia elderly care.

(5) In May 2020, it was authorized by Beijing CASWSS Elderly Culture Technology Co., Ltd. as one of the first occupational skills training bases for elderly care (social workers).

2. Be responsible for the implementation and results of several pilot projects

(1) In May 2014, it was identified by the Ministry of Civil Affairs as one of the second batch of civil affairs standardization construction pilot units and passed the final acceptance in October 2016.

(2) In May 2017, it was approved by the Standardization Administration as one of the fourth batch of comprehensive social management and public services standardization pilot projects, and passed the final acceptance at a score of 92 in December 2020.

(3) In January 2019, it was approved by Hainan Provincial Health Commission as a medical and nursing pilot institution.

(4) In June 2019, it was identified by Haikou City as one of the second batch of NHC hospice care pilot units.

3. Develop local standards

(1) The Hainan provincial standard drafted by our nursing home, DB46/T 503 -2019 Specification for the Disabled and Demented Elderly Life Care Services in Elderly Institutions, was approved and released by Hainan Administration for Market Supervision on December 18, 2019.

(2) The Hainan provincial standard drafted by our nursing home, DB46/T 556 -2021 Specification for Signage Application in Elderly Institutions, was approved and released by Hainan Administration for Market Supervision on September 17, 2019.

(3) As a drafting unit, our nursing home participated in the development of the civil affairs industry standard MZ/T 170-2021 Guide to the Construction of Elderly Institutions Service Standard System, which was approved and released by the Ministry of Civil Affairs on March 11, 2021.

4. Honors and recognition

(1) In December 2020, it was awarded by the Ministry of Civil Affairs as an advanced collective in the national civil affairs system to combat COVID-19.

(2) In June 2020, it was awarded by Hainan Department of Human Resources and Social Security and Hainan Provincial Health Commission as an advanced collective in Hainan Province to combat COVID-19.

(3) In March 2020, it was awarded by the National Health Commission as the only "Typical Veteran Combining Medical Care and Nursing Nationwide" in Hainan Province.

(4) In August 2017, it, as a typical case of innovation in elderly operation mode, was cited by the National Development and Reform Commission, the China National Committee on Aging and the Ministry of Civil Affairs in the book Towards a New Era For Elderly Care Services.

(5) In January 2017, it was identified by the Ministry of Civil Affairs as a "Model Civil Affairs Standardization Unit".

(6) In 2016, it was awarded the title of "Civilized Collective for Respecting the Elderly" by the China National Committee on Aging and Hainan Committee on Aging respectively.

II. Instruction for Hainan Nursing Home Check-in

(I) Check-in condition

1. Aged 60 and above;

2. No mental illness, no infectious disease;

3. The elderly has immediate family members who are long-term residents in Hainan.

(II) Check-in instruction

1. Check-in hours: 08:30-11:00 and 14:30-17:00.

2. The elderly resident must be accompanied by the entrusting party (immediate family member or person in charge of his/her work unit) to go through the check-in procedures, sign the check-in contract and related agreements and pay the fees.

3. A comprehensive assessment will be conducted by an assessor at the time of check-in, and the nursing level will be determined based on the result of the assessment.

(III) Information to be submitted

1. A physical examination report from a hospital above grade-A and second class hospital within one month, which must include the following physical examination items:

① Internal medicine ② Surgery ③ ENT [eye, ear, nose, throat, and oral cavity] ④ Blood sampling [routine blood, outpatient biochemistry, hepatitis B two and half pairs] ⑤ Routine stool/urine ⑥ Lung CT ⑦ Electrocardiogram ⑧ Abdominal ultrasound [liver, gallbladder, spleen, pancreas, both kidneys, ureter, bladder, prostate] ⑨ Infectious disease screening (hepatitis C, syphilis, AIDS) ⑩ Head CT ⑪ Nucleic acid test (valid within 3 days).

2. 2 copies of the elderly person's ID card, household register household head page and personal page, and health insurance card or social insurance card (the originals are required for verification).

3. 2 copies of the entrusting person's ID card, household register household head page and personal page (the originals are required for verification). In the case of a unit as the entrusting party, a copy of the unit's business license (with official seal) is also requested.

4. If the entrusting person's household is registered outside the province, a certificate of permanent residence issued by the neighborhood committee of the place of residence in Hainan Province is required.

5. 3 recent one-inch color photos of the elderly person.

6. In the case of self-carried medication, the outpatient medical record or the doctor's prescription for the medication is requested.

(V) Warm tips

1. Please bring your own daily necessities according to the needs of the elderly (e.g. basin, bucket, hanger, drinking cup, spoon, paper towel, non-slip slippers, toiletries, apron, toilet paper, wet wipes, nursing pad, diaper, moisturizer, floral lotion, etc.)

2. You must bring more than 3 sets of clothes for change and wash and replace them in season. Except for self-nursing elderly, please bring pure cotton clothes as much as possible, as those clothes will be collectively sent for washing and be subject to high-temperature sterilization.

3. Household items for the elderly must be labeled with their names. Except for self-nursing elderly, clothes and towels must be embroidered with their names.

4. For elderly people with limited mobility, please bring your own wheelchair, walker, commode, bath chair, etc.

5. Please make sure that the entrusting person takes the valuables out of the nursing home, otherwise the elderly and the entrusted person will take accountability for any loss or damage of these items.

6. For the safety of the elderly, it is strictly forbidden to bring any high-powered electrical appliance, electric blanket and knife into the nursing home.

(I) Other fees

1. Check-in deposit: At least one month's basic fees.

2. Medical cash reserve: RMB 3,000 (for emergency use).

3. One-time placement fee: RMB 500 (including assessment fee RMB 300, which is non-refundable).
